เปปเปอร์ไม่ใช่หุ่นยนต์ที่สำหรับใช้งานภายในบ้าน แต่เปปเปอร์นั้น ตั้งใจจะ "ทำให้ผู้คนมีความสุข" รวมทั้งชอบเล่นกับผู้คน และทำความรู้จักผู้คนในโลกภายนอกด้วย[5] โดยผู้สร้างเปปเปอร์หวังว่าเหล่านักพัฒนาหุ่นยนต์อิสระจะสร้างคอนเทนต์ใหม่ เพื่อให้นำมาใช้กับเปปเปอร์ได้[6]
